As a chief architect and signatory of Australia’s first Treaty, Ngarra Murray has been at the forefront of building the foundations for treaty-making in Victoria and advancing a new era of First Peoples’ self-determination.

Her work sits at the intersection of culture, politics and systems change. She brings together cultural authority, political insight, strategic leadership and practical expertise to navigate complex relationships between First Peoples, governments and institutions. Her approach is grounded in the understanding that Treaty is a political and cultural transformation in the relationships between First Peoples and Governments.

Ngarra provides specialist expertise across the treaty landscape from strategic design and treaty readiness, implementation and long-term governance. Her practice is informed by lived experience, cultural authority and a deep understanding of the political, legal, cultural and community dimensions of Treaty.

At the heart of her work is the middle space. The space between First Peoples, governments and institutions where relationships are built, political possibilities are opened and new systems can be imagined.

Ngarra works to create the conditions for meaningful dialogue, strong decision making and durable structural change, while ensuring First Peoples’ cultural and political authority remains at the centre.
